Article III) Governing Elements ARTICLE VI) Duties of the High Council Article VIII) IRANDOC terms of operation is unlimited Article I) – Mission:In order to foster and develop research in the areas of information, collection and dissemination of scientific information and documentation towards meet and fulfill the needs of the country and given the necessity for establishment of a national scientific information network, the Iranian Scientific information and Documentation Center (Hereinafter IRANDOC), shall operate as a research institute under oversight of the Ministry of Culture and Higher Education. Article II) Duties:I. Research and study of the means of acquiring the scientific information and documentation of foreign and domestic origin required by Iranian scientific and research programs. II. Research and study of the organization and classification routines of scientific information and documents in order to contribute to the establishment of databanks and scientific documentation centers. III. Research and study on the mode of scientific information and documentation dissemination via library services using appropriate technology IV. Research and study on the operation of Iranian special libraries, scientific information centers and document services in order to reach appropriate solutions for their operational improvement. V. Research and study on providing appropriate wherewithal for exchanging scientific information and document with other countries using regional or international information networks VI. Collection, analysis and organization of scientific information for creation of databases VII. Setting up highly specialized, short-term training courses compliant with the regulations governing higher education VIII. Dissemination and broadcast of scientific information through establishment of a national scientific information network. IX. Producing publications pertaining to information X. Collection of scientific documents of Iranian origin, including dissertations, government publications, and research project documentation’s. XI. Coordinating the collection, analysis, organization and bolstering of scientific information and documentation in Iranian information centers and special libraries
Article III) Governing Elementso Board of Trustees o High Council o Director
Article IV) Board of Trustees:The Cultural Revolution Supreme Council 1989 Act of Trusteeship of universities, research and higher learning institutes, as well as article 9 of the University financial transactions act approved by the Islamic Consultative assembly, determine and govern the scope of the duties for the board of trustees. Article V) High Council:The council is composed of seven members as follows: (i) Minister of Culture and Higher Education serving as the Council Chairman (ii) Deputy Minister for Research as vice-chairman (iii) Head of the Institute for research and planning in Higher Education (iv) Three faculty members or authorities in IRANDOC field of activities (v) IRANDOC Director
Members under section “C” are nominated by IRANDOC Director and appointed for a four-year term by the Minister of Culture and Higher Education. ARTICLE VI) Duties of the High Council:I. Approving IRANDOC annual plans in compliance with the general policies of the scientific and technical information system of the Islamic Republic of Iran II. Approving research projects III. Proposing policies, priorities and coordination in scientific information research programs to the pertinent authorities IV. Review and endorsement of establishing information divisions and expert groups V. Approval of short-term and medium-term Higher Education training courses VI. Review and approval of holding of or participation in exhibitions, Conferences, sabbaticals and scientific visits in compliance with the existing regulations in force VII. Approving IRANDOC publications and proposing of needed facilities for publications of specialized books and journals. VIII. Approval of internal codes and regulations IX. Approval of the Research divisions heads nominated by IRANDOC directors X. Review and approval of the scientific qualification of faculty membership candidates N.B. The council could vest part of its duties to the Director or a select committee.
ARTICLE VII) Director:IRANDOC is nominated by the deputy minister for research and is appointed by the Minister of Culture and Higher Education. His duties are as follows
I. Administration of IRANDOC given the general policies as decided by the board of trustees and the high council II. Proposing the needed policies, programs and strategies to board of trustees and the High Council III. Representing IRANDOC in domestic and international conferences IV. Signing of papers, financial, commercials and administrative papers such as contracts, correspondences etc. V. Appointment of Research Divisions heads following their approval by the high council N.B.: IRANDOC Director, when not in direct contravention to the existing laws and regulations could vest part of Office of Director’s duties to IRANDOC deputies or managers. Article VIII) IRANDOC terms of operation is unlimited.Article IX) IRANDOC Budget is allocated from government public funds and provided for under an independent provision within the annual budget allocations for the Ministry of Culture and Higher Education N.B.: The mode and manner of expending the allocations earmarked under this article as well as entitlements and public gratuities are subject to the Universities, research and higher educational institutes financial transaction and contracts Act as set out in the bill of budget each year.
ARTICLE X)
IRANDOC Research Groups will be proposed by the Director and approved by IRANDOC High Council.
Article XI) Any interpretation or alteration in the items of this charter could be carried out based on the proposal of IRANDOC High Council and approval by the Higher Education Development Council.
